| Abstract

| By analyzing the features and difficulties in grass-roots level supervision at scientific research funds, including insufficient understanding of the necessity of the supervision, highly technically specialization, the characteristics of the usage of scientific research funds, insufficient of the management system, etc. The author suggested that to improve the supervision at the scientific research funds in grass-roots institutions, the principle of "main responsibility, professional cooperation, whole course management, and standardization and pragmatism" should be adhered to, and several specific methods were introduced, so as to provide reference for the supervision and reasonable use of scientific research funds. |
